Overview

Health policy comprises the decisions, plans, regulations and resource-allocation choices made by governments, institutions and organisations to shape the goals, financing and delivery of health care and to influence the determinants of population health. It spans the design of health systems, fiscal and regulatory instruments such as taxation of harmful products, workforce and service planning, infection-control and outbreak-response frameworks, and priority-setting between competing needs. In preventive medicine, policy is the lever through which population-level interventions, including immunisation programmes, tobacco and alcohol control, screening, and the regulation of food and environment, are mandated, funded and evaluated, translating evidence into practice across age groups. Research grounded here addresses facilitators and barriers to health-care access among older people, tobacco-control roadmaps, fiscal measures such as sugar-sweetened-beverage taxation, workforce issues including job satisfaction and nurse turnover, decision-making strategies to combat waterborne disease, the governance implications of emerging and re-emerging infections, and the management of seasonal influenza in long-term care. Core concerns include equity, effectiveness, affordability, implementation and the alignment of policy with health outcomes. The journal publishes peer-reviewed studies on health policy and systems, including the design and evaluation of regulatory, fiscal and organisational interventions that influence preventive care, access and the broader determinants of population health.
