There is no fee to submit or undergo peer review. If a manuscript is accepted, the applicable APC supports open-access publication and is invoiced before production.

What the APC supports
Payment of an APC does not influence peer review or editorial decisions.
Editorial and integrity operations
Manuscript handling, peer-review coordination, similarity checks, and publication-ethics administration.
Production
Copy preparation, typesetting, HTML/XML preparation, figure handling, and online publication.
Identifiers and access
Crossref DOI registration, metadata distribution, hosting, and immediate CC BY 4.0 access.
Waivers and discounts
Requests are handled separately from editorial assessment and must be made before or at submission.
- Eligibility
- Partial waivers may be considered case by case for authors affiliated with institutions in World Bank low- and lower-middle-income economies and for authors who demonstrate genuine financial need.
- Amount
- Partial support is determined case by case; no fixed percentage is guaranteed. The verified JHOR student rate is USD 900 with valid institutional evidence. Editor or reviewer discounts of up to 30% may be available and are not combined with other support.
- Timing
- Request consideration before or at submission by emailing [email protected].
- Evidence
- Provide institutional affiliation, funding information, the reason support is needed, and valid student identification where the student rate is requested.
- Approval
- The publisher confirms the approved amount in writing. Editors and reviewers do not see waiver status when assessing a manuscript.
Withdrawal policy
- Within three days
- Manuscripts withdrawn within three days of submission are not subject to a withdrawal charge.
- After three days
- A withdrawal/processing charge equal to 30% of the journal’s APC applies.
- Before submitting elsewhere
- Authors must receive formal withdrawal confirmation from Open Access Pub before submitting the manuscript to another journal.
- Request withdrawal
- Email [email protected] with the manuscript identifier and reason for the request.
Payment and editorial independence

- Issued only after the manuscript has been accepted.

Editorial decisions remain independent
Payment status, a reduced rate, waiver consideration, membership, or a journal role does not confer any advantage in review or acceptance.
