Regulations The International Health Regulations (IHR) are a legally binding agreement between 196 countries to cooperate in the global response against public health emergencies. The IHR focuses on preventing and responding to new, emerging, and re-emerging disease outbreaks, as well as other health-related risks to global public health. The Regulations also provide a framework for countries to share information and to coordinate their efforts in response to public health emergencies. The IHR are an essential tool for public health preparedness and response, helping to protect people around the world from the threat of disease.
